[目的/意义]旨在为我国构建情报战略体系提供参考。[方法/过程]采用文献研究法、综合法及系统法,分析美国现已出台的情报战略与相关政策文件,揭示美国情报战略体系现状、层次以及作用,并探寻其构建的主要经验。[结果/结论]美国构建情报战略体系的主要经验包括,出台相关法律为构建情报战略体系提供依据和保障、以系统演化的方式构建、实施科学的目标管理、依靠集体力量等。

[Purpose/significance]The paper provides references for constructing intelligence strategies system in China.[Method/process]The paper uses text research,synthesis method and system approach to analyze published U.S.strategic and relevant policy documents,so as to reveal the current status of U.S.intelligence strategies system construction and discover important experiences.[Result/conclusion]The major experiences of U.S.intelligence strategies system construction include promulgation of laws to provide legal basis for building intelligence strategies system,employment of systematic evolvement to build the system,scientific management by objective,dependence upon teamwork,etc.
