On the Basic Issues Regarding Upholding and Strengthening the CPC's Comprehensive Leadership in the New Era

新时代坚持和加强中国共产党的全面领导,必须坚持马克思主义唯物史观,正确认识党对一切工作的领导,掌握"一切"的内在辩证逻辑,在经济基础与上层建筑的辨证统一中把握党的意识形态领导;必须基于文化基因重构、社会利益统筹以及历史使命担当等维度,来理解坚持和加强党的全面领导的客观必然性;坚持加强党的全面领导不仅对国家治理体系和治理能力现代化提出了更大挑战,也对新时代党的群众工作提出了更高要求。实践层面坚持和加强党的全面领导必须以"实"的机制推进,坚持战略一致性,与全面从严治党同步推进;保持实践一致性,构建党的领导与人民民主相互统一、相互协调的法律保障子系统;实现保障有效性,将制度治理转化为党员干部内在思想行动自觉。

To uphold and strengthen the Party’s comprehensive leadership in the new era,we must uphold the Marxist historical materialism,correctly recognize the Party’s leadership over all and any work,master the internal dialectic logic of the“all and any”,and understand the supplementary function of the Party’s ideological leadership upon exit of political power from the angle of the dialectical unity between the economic foundation and the superstructure;we must understand the objective necessity of upholding and strengthening the Party’s comprehensive leadership from the dimensions such as the restructuring of cultural gene,coordination of social benefits,and assumption of historical mission.To uphold and strengthen the Party’s comprehensive leadership not only brings greater challenges to the modernization of the country’s governance system and governance capabilities,but aslo puts forward higher request to the Party’s mass work in the new era.To uphold and strengthen the Party’s comprehensive leadership in practice,we must promote it with“concrete”mechanisms and keep the consistency in strategy and boost this work along with the work of comprehensively strengthening party discipline;keep the consistency in practice and build the subsystem of legal guarantee for the interconnection and mutual coordination between the Party’s leadership and the people’s democracy;and realize the consistency in guaranteeing,and transform the institutional governance into the party member cadres’self-consciousness in thinking and action.
