要素升级是中国高质量发展的动力源泉

Factor Upgrading is the Source of Power for the High-quality Development of China

在中国经济由高速增长转向高质量发展的关键时期,生产要素作为经济发展的重要因素,需要实现由"量的增加"向"质的提升"的转变。着力提高供给体系的质量和效率,需进行要素升级,由主要依靠土地、资源、劳动力等初级要素,向主要依靠技术、知识、人才、信息等高级要素转变。本文重点从推进技术进步、提升人力资本、促进知识增长、推进信息化四个方面,探索高质量发展的动力源泉。

In the critical period when the economy of China turns from high-speed growth to high-quality development,production factors,as important factors for economic development,need to realize the transformation from“quantitative increment”to“qualitative improvement”.To improve the quality and efficiency of the supply system,we need to carry out factor upgrading from dependence on primary factors such as land,resource and labor to dependence on advanced factors such as technology,knowledge,talent and information.This paper probes into the source of power for high-quality development from four aspects:pushing technological advancement,improving human capital,promoting knowledge growth,and boosting informatization.
