环境规制对工业技术创新的影响——基于中国水泥制造业的实证研究

Empirical Study on the Effect of Environmental Regulation on Technological Innovation of Cement Industry in China

根据2003—2015年中国水泥制造业的省际面板数据,在过度分散检验基础上,运用非线性分布的固定效应负二项分布模型,评估了环境规制对水泥制造业技术创新的影响。实证经验表明,基于减排导向的环境规制政策并没有发挥出对技术创新应具有的促进作用,环境规制对技术创新的作用过程中存在科技人员储备"门槛",两者间呈现出类似环境库兹涅茨曲线的"U"型关系;从分地区回归结果来看,经济规模和科技人员储备水平与水泥制造业技术创新呈现显著正相关,其中经济规模对技术创新的影响效应最大。在此基础上,提出了促进中国水泥制造业可持续发展的相关政策建议。

Based on the Fixed Effect Negative Binomial Model,this paper evaluates the effect of environmental regulation on technological innovation by using provinces panel data of cement industry from 2003 to 2015 in China. The empirical evidence shows that the emission-reduction-oriented environmental regulation does not play a role in promoting technological innovation,and strict regulation cannot stimulate the cement industry to carry out technological innovation because the lack of investment in human capital has not stridden across the threshold in the current. In terms of sub-regions,we also find that the economic scale and the level of scientific and technological personnel reserve are significantly positively related to the technological innovation of the cement industry,and the economic scale has the most significant influence. According to the results,the paper puts forward some policy suggestions to promote the sustainable development of Chinese cement industry.
