摘要 干部人事制度是党和国家政治制度的重要组成部分。改革开放40年来,我国干部人事制度改革持续推进,既有积累性渐进式改革,也有关键环节的重塑性改革,取得了众多的理论和实践突破,为实现社会主义现代化和全面建成小康社会提供了人才支撑和智力保障。站在新的历史起点上,坚持以习近平新时代中国特色社会主义思想为指导,深入总结40年来干部人事制度改革的理念变革和实践经验,在更好地把握继承和创新关系的基础上不断完善改革的思路和举措,对于贯彻落实党的十九大精神,持续推进干部人事制度改革,具有重要的历史意义和现实意义。 The cadre and personnel system is an important part of the party and state political system.In the past 40 years of reform and opening up,the reform of the cadre and personnel system in China has continued to advance.There have been both cumulative and gradual reforms,as well as key plasticity reforms.Many theoretical and practical breakthroughs have been made,providing socialist modernization and building a well-off society in an all-round way.Talent support and intellectual security.Standing on the new historical starting point and adhering to the guidance of Xi Jinping’s New Era of Socialism with Chinese Characteristics,this paper thoroughly summarizes the conceptual changes and practical experiences of the cadre personnel system reform in the past 40 years,and constantly improves on the basis of better grasping the relationship between inheritance and innovation.The reform ideas and measures have important historical and practical significance for implementing the spirit of the 19th Party Congress and continuing to promote the reform of the cadre personnel system.
