政策执行视角下推进深度贫困地区精准扶贫研究——基于H省A县的实证分析

Promoting Precision Poverty Alleviation in Deep Poverty Areas from the Perspective of Policy Implementation——An Empirical Analysis Based on County A of H Province

精准脱贫是我国决胜全面建成小康社会的三大攻坚战之一。深度贫困地区由于自然和社会资源禀赋较差、基础设施与公共服务发展滞后、产业支撑和就业空间有限、内生动力与造血功能不足等原因,致使扶贫脱贫工作面临更大的困难与挑战。从政策执行的视角,通过对H省A县的实证分析,提出推进深度贫困地区精准扶贫的政策执行改进的要点在于:严循政策标准,确保进退精准;紧扣脱贫目标,明确核心内容;加大政策力度,创新执行方式;突出政策要点,做实扶贫产业;确保政策效果,提高群众满意度等。

Accurate poverty alleviation is one of the three major battles in China to win a comprehensive well-off society.Deep poverty-stricken areas face greater difficulties and challenges in poverty alleviation due to poor natural and social resource endowments,lagging development of infrastructure and public services,limited industrial support and employment space,and lack of endogenous power and hematopoietic function.It is the most important thing that restricts the overall progress of poverty alleviation in the country.From the perspective of policy implementation,through the empirical analysis of county A in H province,the main points of improving the policy implementation of promoting poverty alleviation in deep poverty areas are:strict policy standards to ensure accurate advancement and retreat;close to poverty alleviation goals,clear core content;Great policy efforts,innovative implementation methods;highlighting policy points,doing practical poverty alleviation;ensuring policy effects and improving people’s satisfaction.
