精准扶贫的体制机制障碍与应对

精准扶贫是为实现全面建成小康社会目标而实施的国家战略。传统的扶贫政策面临着扶贫资金投入分散、激励机制缺乏、扶贫对象识别不科学以及监管机制不健全的问题。精准扶贫政策在精准识别、精准帮扶、精准管理以及精准评估等四个方面具有显著的优势,但也面临着扶贫对象识别技术困难以及扶贫体制机制约束的难题。这就要求,在精准扶贫政策落实的过程中,除要完善贫困户精准识别机制、建立扶贫项目全过程监督机制以及探索社会参与机制之外,还应将依托公私合作PPP模式、政府购买服务以及资产收益扶贫等市场化的机制作为未来精准扶贫模式的重要补充。

The precise poverty alleviation policy is a national strategy implemented to achieve the goal of building a well-off society in an all-round way.The traditional poverty alleviation policy faces the problem of decentralized investment in poverty alleviation,lack of incentive mechanism,unscientific identification of poverty alleviation objects and unsound regulatory mechanism.The precise poverty alleviation policy has significant advantages in four aspects:accurate identification,precise assistance,precise management and accurate evaluation.The advantages,but also face the difficulty of identifying the technical problems of poverty alleviation and the constraints of the poverty alleviation system.This requires that in the process of implementing the poverty alleviation policy,in addition to improving the accurate identification mechanism of poor households,establishing the whole process supervision mechanism of poverty alleviation projects and exploring the social participation mechanism,relying on public-private partnership PPP model,government purchasing services and asset income poverty alleviation The market-oriented mechanism will be an important supplement to the future precision poverty alleviation model.
