广东省与“一带一路”沿线省份的协同技术创新基础分析——以专利计量信息为依据 被引量:2

A Patent Measurement-Based Study of the Basis for Technological Innovation Synergism between Guangdong and “The Belt and Road” Provinces

摘要 基于2000—2015年专利计量信息,从区域特征、优势领域、技术发展状况和主体特征等方面,对广东省与"一带一路"沿线省份的协同技术创新基础进行了研究.研究结果表明:(1)广东省与"一带一路"沿线省份协同申请专利数和获授权专利数呈增长趋势,与上海市的合作数量占绝对优势,其次是与重庆市、浙江省的合作数量;(2)广东省与"一带一路"沿线省份协同创新的优势技术在化学/冶金领域,2007年以来,广东省与"一带一路"沿线省份协同技术创新能力没有得到持续发展,技术更新缓慢,新技术特征减弱;(3)企业是参与广东省与"一带一路"沿线省份协同技术创新的主要力量,高校是协同技术创新的积极参与者;(4)广东省要结合协同主体,积极鼓励广东省的企业在"一带一路"沿线省份开设子公司,鼓励广东高校和科研院所积极建立地方研究院,参与产学研合作. With reference to the patent measurement of 2000 to 2015,the basis for technological innovation synergism between Guangdong and“The Belt and Road”provinces is evaluated from the aspects of regional characteristics,advantages,technological development and participants’characteristics.The research has made the following findings.First,the number of collaborative patent applications and authorizations between Guangdong and“The Belt and Road”provinces have been on the increase.Collaborations with Shanghai are by far the greatest in number,and those with Chongqing and Zhejiang take the second and the third places respectively.Second,the advantage of Guangdong in synergistic innovation with“The Belt and Road”provinces lies in the field of chemistry(metallurgy),and since 2007,its technological innovation capability has not been sustained,its technological upgrade has been slow,and the characteristics of new technologies have declined.Third,enterprises are the main force to participate in technological innovation cooperation for Guangdong and“The Belt and Road”provinces,and universities are also active participants.Fourth,Guangdong Province shall encourage its enterprises to set up subsidiaries in different provinces along the Belt and Road,encourage the universities and research institutes to set up local research institutes and participate in the cooperation among producers,universities and researchers.
