农村社区公共服务合作供给机制创新研究——以西北民族地区为例

Mechanism Innovation of Cooperative Supply for Public Services in Rural Communities——A Case Study of Minority Areas in Northwest China

公共服务的质量关乎着少数民族地区人民的生活,也关系着民族地区的稳定与发展。在我国西北民族地区的农村社区中,由于自然环境恶劣、公共服务供给主体单一、农民需求表达渠道不畅、财政投入不足等原因,公共服务供给一直存在成本高、层次低、内容单调、资金匮乏等问题。因此,必须以居民为中心,综合发挥政府、市场、社会组织、专业社工以及社区居民等公共服务主体的功能,多中心协作的公共服务供给机制,健全农民需求表达及事后评价机制,并加大财政支持的力度,以此实现我国西北民族地区农村社区公共服务合作供给机制创新发展,满足西北民族地区农民的需求。

The quality of public service not only concerns people’s life in minority areas,but also concerns the stability and development of ethnic groups.In the rural communities in minority areas of northwest China,the supply of public services has been faced with such problems as high cost,low level,monotonous content and lack of funds due to the harsh natural environment,the single supply of public services,the poor expression channels for farmers’demand,and insufficient financial input.Therefore,in order to realize the innovative development of mechanism of cooperation supply for public service in rural communities,to meet the needs of farmers in minority areas of northwest China,it is necessary to take the residents as the center and comprehensively exert the functions of public service entities such as the government,the market,social organizations,professional social workers,and community residents,and the multi-center collaborative public service supply mechanism,to improve the expression channel for farmers’demand,post-evaluation mechanism and increase financial support.
