省级水资源监控能力评价指标体系及方法构建

摘要 国家水资源监控能力建设项目一期工程已验收并投运。为评估项目的建设成效,完善后续项目建设内容,提高后续项目建设速度和质量,切实发挥项目最严格水资源管理支撑作用,需对项目形成的水资源监控能力进行评价。基于项目建设内容及水资源管理需求,构建涵盖监控能力、运维管理和业务应用3个一级指标及34个二级指标的监控能力评价指标体系。为最大限度保证评价的公平性、可行性及普适性,根据各指标含义特点不同定义为必选指标及备选指标属性,分别用于对全国统一要求完成情况的评价和各省能力建设特色和差异评价;设计了整体评价和动态评价方法,分别用于全年整体水资源监控能力情况评价和逐月动态评价。通过评价测试,本指标和体系方法可较好实现对全国各省水资源监控能力建设的整体评价,反应各省较为真实的能力建设状况。经适当凝练和归纳,用于最严格水资源考核中的监控能力考核参考。 The first phase of the national water resources monitoring ability construction project has been checked and put into operation.In order to evaluate the construction effect,perfect the construction content and improve the speed and quality of the follow-up project construction,assist the most strict water resources management assessment,evaluation of the project of water resources monitoring needs to be carried out.Based on the content of project construction and the demand for water resources management,the monitoring ability assessment index system,which covers 3 first level indexes of monitoring capability,operation and maintenance management and application,and 34 two-level indexes,is constructed.In order to ensure the fairness,feasibility and universality of the evaluation,according to the characteristics of each index,it is defined as the required index and the alternative index,which is in charge of evaluation of the national unified requirements or capacity construction of the provinces characteristic.Meanwhile the overall and dynamic evaluation methods are designed,respectively,for annual and monthly assessment.Through testing evaluation,the index system and method can realize the overall evaluation of water resources monitoring capacity construction for provinces.The assessment result can reflect the actual situation of capacity construction for provinces.The index system can also be redesigned for the examination of monitoring ability in the most stringent water resources assessment.
