摘要
本文以2006~2017年全国30个省市的面板数据为依据,运用面板门槛模型,实证分析了环境规制、环境规制与科技创新协同对产业升级的影响。研究结果表明:环境规制与科技创新的联合对产业结构升级的影响存在着基于科技创新水平的双门槛效应,只有当科技创新水平跨越相应的门槛值后,环境规制与科技创新共同作用于产业升级的正向效应才得以发挥。要加速产业结构的转型升级,亟需理顺环境规制与科技创新的关系,推进两者协同发展。
Based on the panel data of 30 provinces and cities in China from 2006 to 2017,the paper uses the panel threshold model to empirically analyze the impact of environmental regulation,environmental regulation and technological innovation synergy on industrial upgrading.The results show that:the influence of the combination of environmental regulation and technological innovation on the upgrading of industrial structure has a double threshold effect based on the level of technological innovation.Only when the level of technological innovation crosses the corresponding threshold value,the positive effect of environmental regulation and technological innovation on industrial upgrading can be exerted.To accelerate the transformation and upgrading of the industrial structure,it is imperative to rationalize the relationship between environmental regulation and technological innovation,promote the coordinated development of both.
