杨凌国家农业高新区发展路径与规划应对

Yangling National Hi-tech Agricultural Zone Development Path and Planning Strategy

农业高新区作为农业地区创新驱动发展的先行区,具有重要的战略地位,但一直以来农业高新区面临"弱关注、弱引导"的局面,学界对其空间组织方式及发展路径的相关研究较少。文章以我国第一个国家级农业高新区—杨凌国家农业高新区为例,对其发展历程和发展中存在的主要问题进行梳理,结合国家农业高新区的独特价值与未来发展趋势以及正在编制的《杨凌城乡总体规划修编(2017—2035)》,探讨杨凌国家农业高新区未来在动力引领、空间重组、特色凸显和政策保障等方面的发展路径与规划应对,意在将杨凌国家农业高新区的建设经验推广至更多即将建设的农业高新区。

Hi-tech agricultural zone is strategic in the innovation of agricultural region but has received little concern and guidance.Academic study is rare on its spatial organization and development path.Taking the first Hi-tech Agricultural Zone in Yangling as an example,it combs the basic situation and main predicaments,discusses its development motivation,spatial organization pattern,the path of its characteristic construction and policy,and aims to extend its construction experience to more hi-tech agricultural zones.
