我国农业科技计划管理改革的实践与思考——中国农业科学院科技创新工程典型案例分析

Practice and Thoughts on Reform of the Science and Technology Plan Management in China, Typical Case Analysis of Science and Technology Innovation Program of Chinese Academy of Agricultural Sciences

开展科技计划管理改革是实施创新驱动发展战略的重要举措。文章以中国农业科学院科技创新工程为例,分析了当前我国农业科技计划管理中存在的突出问题,介绍了科技创新工程的实践与探索,提出了改革科技计划立项机制、加强稳定经费支持、简化科技计划管理流程、建立分类绩效考评机制等进一步深化农业科技计划管理改革的建议。

Carrying out reform of science and technology plan management is an important measure to implement the innovation-driven development strategy.Taking Science and Technology Innovation Program of Chinese Academy of Agricultural Sciences as a case,the outstanding problems in the current agricultural science and technology plan management in China were analyzed in the paper.The practice and exploration of the science and technology innovation program was introduced,and suggestions for further deepening the reform of agricultural science and technology management put forward,such as reforming the establishment mechanism of science and technology plan,strengthening stable funding support,simplifying the management process of science and technology plan,and establishing the classification performance evaluation mechanism,etc.
