省级农业科技计划管理创新的实践与思考——以江苏省农业科技自主创新资金项目为例

Practice and Thoughts on Management Innovation of Provincial Agricultural Science and Technology Plan, Taking Jiangsu Provincial Agricultural Science and Technology Independent Innovation Fund as an Example

根据省情、农情有序推进省级农业科技计划管理创新,既是贯彻落实中央深化科技体制改革的重要探索,也是进一步释放农业科技创新活力的现实需求。文章以2007年设立的江苏省农业科技自主创新资金项目为例,分析总结10年来该项目在管理创新方面的探索与成效,指出该项目管理中存在的问题与不足,并对标高质量管理要求提出了优化省自主创新专项的过程管理、完善项目绩效评价机制及提升项目稳定支持水平等对策,以推动省自主创新专项进一步实施。

The management innovation of provincial agricultural science and technology plan should be orderly advanced according to the status quo of the whole province and agriculture.It is not only an important exploration to implement the reform of scientific and technological system of the central government,but also a realistic demand to further release the vitality of agricultural science and technology innovation.Taking Jiangsu Agricultural Science and Technology Independent Innovation Fund Project established in 2007 as an example,the exploration and effectiveness of the project in management innovation in the past ten years were analyzed and summarized in the paper.The problems and shortcomings of the project management were pointed out.According to the requirements of high-quality management,countermeasures and suggestions for the project management innovation were proposed,such as improving the process management,perfecting performance evaluation mechanism and raising support strength.This will promote the further development of the province's independent innovation program.
