职工身份性质对国有林区改革满意度异质性影响分析 被引量:9

Analysis of the Heterogeneity Influence of Staff's Identity for the Satisfaction of State-owned Forest Areas Reform

摘要 以黑龙江省重点国有林区改革后林区职工对于自身编制性质的担忧程度、职工生活满意度与职工对未来生活的信心指数等指标来衡量职工对黑龙江省重点国有林区改革的满意度,利用二元Probit模型与多元有序Probit模型,对不同的身份性质对改革满意度的影响进行了实证分析。结果表明:增强林区职工对未来生活信心的关键在于提高其家庭收入;提高林区职工对改革满意度的关键在于增强林业局改革后各项措施实施过程的公平性尤其是对改革后职工身份性质的确定;职工拥有社会行政管理体系职工身份对提高其生活满意度和未来生活信心具有显著的正向影响作用,职工拥有重点国有森林资源管理体系以及企业经营管理体系中企业常年在岗职工和企业非常年在岗职工3种职工身份对改革满意度具有显著的负向影响作用。 ⑴Background--The work status of the staff of the Forestry Bureau after the reform will be determined according to their different job functions,which will cause a gap in their satisfaction with the reform of key state-owned forest areas,and also affect the implementation progress and effect of the reform to a certain extent.Therefore,it is necessary to consider the satisfaction degree of the reform from the perspective of the nature of the staff s work status,and then provide valuable suggestions for the smooth implementation of the reform.⑵Methods--The data were collected from the field research data obtained by the Northeast Forestry University Evaluation Working Group during the three trips to Heilongjiang Province from November 2017 to January 2018 to investigate the mid-term progress of the reform of key state-owned forest areas.Taking the staff of social management system as the benchmark group,the binary Probit model and the multi-order Probit model were used.Through the use of indicators such as the staff s concern about the nature of their own positions,the staff s satisfaction with life and the staff s confidence index of the future life after the reform,the staff s satisfaction with the reform of key state-owned forest areas in Heilongjiang Province is measured and empirically analyzed.⑶Results--In the reform of key state-owned forest areas in Heilongjiang Province,the staff of social management system have the highest life satisfaction and the highest proportion of confidence in the future life confidence index;as for the concern about the determination of staff s positions after the reform,the staff of key state-owned forest management system have the smallest concern,followed by the staff of social management system.The negative impact of staff s individual characteristic variables on the satisfaction with the reform is small.Family characteristic variables have little effect on staff s satisfaction with the reform.The nature of the reform identity has a negative impact on staff s life satisfaction and future life confidence,and the perception of reform equity plays a significant role in promoting staff s satisfaction.Specifically,first,the higher the household income of staff in forest areas,the stronger their confidence in future life.Second,the fairness of the determination of the staff s positions after the reform has a very significant impact on staff s satisfaction with the reform.Third,among the different identity nature,the life satisfaction and future confidence index of the staff with the social management system identity are significantly stronger than those of the other three types of identities.Compared with the staff of the social management system,the impact of the other three types of staff on the satisfaction with reform is not optimistic.⑷Conclusions and Discussions--Compared with the staff of social management system,the staff of the other three systems have poor satisfaction with the reform.Therefore,firstly,we should gradually increase the wage income of staff in state-owned forest areas and reduce the income gap with other industries;secondly,the procedures for determining the identity of staff involved in the reform process should be transparent,open and fair to staff;thirdly,local governments should ensure that all staff on the job can enjoy a sound social security system,alleviate staff s concern about the future,and strive to ensure their stable life.
