摘要
黑龙江省冬夏季天然气用气不平衡的矛盾非常突出。尽管依托大庆油田,但气源结构单一,油田天然气产量增长低于消费增速,夏季富裕、冬季紧缺,供需矛盾突出。本文通过对黑龙江省天然气气源结构、用气特点及省产供储销体系的分析,结合2017年天然气供需和冬季"保供"存在的问题,预测了2018年的冬季天然气的供需情况和瓶颈所在,为今后确保民生用气供应,保障重点区域用气需求,缓解冬季"保供"矛盾,提出了以气定改、循序渐进,统筹推进天然气产供储销体系协调发展建议和措施。
It is perfectly obvious that natural gas consumption has been far higher in the winter than in the summer in Heilongjiang province.The consumption is on the rise,domestic production(within Daqing oilfield)will not be able to keep up with the demand.The paper analyzed the status of natural gas source structure,natural gas consumption,and natural gas supply chain in Heilongjiang province.It also predicted natural gas supply and demand situation and bottleneck in the winter of 2018 based on 2017.The proposals for natural gas supply chain were presented to ensure the residential natural gas consumption,and be able to meet peak winter supply deficits key areas demands.
