新时代上海美丽乡村规划建设的思考

Thoughts on Shanghai Beautiful Village Construction in the New Era

简要回顾上海改革开放40年来走过的城镇化历程。相对全国而言,上海城镇化水平较高,较早提出"城乡通开,全市一体"等城乡一体化发展战略。但是,还存在着不少矛盾和问题。中心城区和郊区乡村之间的发展不平衡,以及乡村发展的不充分,已成为上海市新时代发展的主要矛盾之一。为此,提出上海市以乡村发展为重点的城乡融合发展3大策略,先期规划建设上海休闲度假型、特色文化型、新兴产业型、宜业宜居型等4种类型美丽乡村。

This paper briefly reviews the urbanization process of Shanghai since the Reform and Opening-up during the last 40 years.Compared to other cities in China,Shanghai’s level of urbanization is higher,and it is among the first cities to conduct integration development between urban and rural area.However,there still exist contradictions and problems.The uneven development of the central city and rural villages and the insufficient development of rural areas have become the main conflicts for Shanghai in the new era.Therefore,this paper puts forward three strategies to conduct urban-rural integration development in Shanghai with emphasis on rural areas and suggests four types of Shanghai beautiful villages respectively characterized by leisure tourism,culture feature,emerging industry,and livability.
