上海海关依托中国(上海)自贸试验区服务国家“一带一路”建设的调研报告

The Report of Shanghai Customs Survey on How to Better Serve the Development of the Belt and Road Based on China( Shanghai) Pilot FTZ

本文围绕上海自贸试验区3.0版方案提出的"要让上海自贸试验区创新合作发展模式,成为服务国家‘一带一路’建设、推动市场主体走出去的桥头堡"目标,对区内40家涉及"一带一路"外贸业务的代表企业进行调研,梳理了上海海关依托上海自贸试验区服务"一带一路"建设的基本现状,总结了上海自贸试验区在物流枢纽、经贸合作、产业投资、外贸通道四大领域服务"一带一路"建设的主要成果,展示剖析了市场主体在"一带一路"建设中对于贸易便利、通道完善、产业开放、执法合作四方面的需求和建议,在大量改革试验和实证调研基础上提出了海关依托上海自贸试验区的功能作用深化改革开放,可以从支持"基础硬建设"、实现"经贸软联通"、打造"枢纽桥头堡"三个层面,更好服务"一带一路"建设,对于深入贯彻落实国家战略、促进高水平对外开放有着重要的实证研究基础和实际借鉴意义。

The Program of the Shanghai Pilot FTZ Version 3.0 puts forward the objective of"building the mode of Shanghai Pilot FTZ into a gateway to the development of the Belt and Road initiative and the engagement of market players in overseas market".Based on this objective,the paper sorts out the current situation of the undertakings made by Shanghai Customs to facilitate the development of the Belt and Road initiative in the FTZ by making a survey among the 40 companies involving the foreign trade under the Belt and Road initiative in the zone.Meanwhile,the paper summarizes the major achievements of the FTZ in respect of logistics hub,economic cooperation,investment in industries and foreign trade corridor,and analyzes the needs and suggestions of businesses in trade facilitation,improvement of passages,opening of industries and cooperation in enforcement under the Belt and Road initiative.On the basis of experiments and investigations,our team suggests that customs can transform its functions in the FTZ by further reform and opening up,so as to better serve the development of the Belt and Road initiative in terms of supporting infrastructure construction,realizing trade and economic soft connectivity,and building the hub gateway.The efforts will lay a foundation and provide references for the implementation of the national strategy and the enhancement of opening-up to the outside world.
