National Value Chain and Global Value Chain:Substitution or Complementation?

培育壮大内向型的国内价值链(NVC)是否意味着逐步淡化发展外向型的全球价值链(GVC)?明晰这两种发展模式背后的影响机制是回答该问题的关键。本文的理论模型推导和实证分析的结果显示,在GVC未被破坏时,NVC的构建发展是对GVC的互补。进一步地,当考虑到GVC受到破坏这一动态情形时,NVC的构建发展将对GVC产生替代作用。通过发展NVC,在强化国内不同行业的GVC参与广度和深度的同时,也使国家经济安全在一定程度上得到保障。上述发现为认识经济发展模式之间的关系,并在此基础上设计、完善相关经济发展战略提供了新的思路和经验证据。

Does it mean that developing a domestically-oriented national value chain(NVC)will gradually weaken or even abandon the development of an export-oriented global value chain(GVC)?In order to answer this question,it is the key to clarify the influence mechanism of the two development modes.The results of theoretical model derivation and empirical analysis show that when GVC is not destroyed,the development of NVC is complementary to GVC.Further,in consideration of the dynamic situation that GVC is damaged;the development of NVC at this time will have an alternative effect on GVC.Through the development of NVC,the breadth and depth of GVC participation of domestic different sectors are strengthened.Meanwhile,the national economic security can be guaranteed to a certain extent.The above findings provide new thoughts and empirical evidences for understanding the relationship among economic development modes and the design and improvement of relevant economic development strategies.
