农地规模经营的推进机制:中日比较的启示

Promotion mechanism of farmland scale operation:enlightenment from comparison between China and Japan

本研究旨在于通过比较中日农地规模经营的推进机制,以期为当前正在开展的农地确权和农地规模经营工作提供相关政策建议。稳定家庭承包经营尽管是我国需要坚持的一项基本制度,但不应该成为当前推进农地规模经营的瓶颈。借鉴日本农地规模经营推进机制的成功经验,在完善中国农地规模经营的推进机制方面需要注意三个问题:遵循农地规模经营模式的核心原则、提升农地规模经营绩效的治理措施、实行农地规模经营制度的优化创新。中国借鉴日本农地规模经营的推进机制经验具有重要的启示意义,建立一个既能确保适度管制,又能促进农地流转的农地制度体系势在必行。

The purpose of this study is to explore the promotion mechanism of agricultural land scale management by comparing China and Japan in order to provide relevant policy suggestions for the current agricultural land confirmation and the development of agricultural land scale operation. Methods employed are comparative method and literature induction. The results of the study are as follows: although stable household contract management is a basic system that must be adhered to, it should not become a bottleneck of scale operation. Based on the successful experience of the scale management mechanism of agricultural land in Japan, three problems should be paid attention to in improving the promotion mechanism of the scale management of agricultural land in China: following the core principles of the scale management mode of farmland, improving the management measures of the scale operation performance of the farmland, and optimizing the innovation of the scale management system of the farmland. The conclusion is that it is very important for China to learn from the experience of the scale management mechanism of agricultural land in Japan. It is imperative to establish a system of farmland system which can ensure moderate control and promote the transfer of farmland.
