摘要
学前教育立法应处理好速度与质量、需求与供给、中央与地方、教育部门与其他部门、公办与民办、去小学化与幼小衔接、编制与待遇、家长与园所、促进与监管,以及汉族与少数民族等十大关系,为学前教育事业发展所需的基本原则、基本制度奠基。
The legislation of preschool education should deal well with ten important relationships,they are the developing speed and quality of education,demand and supply,central government and local government,education department and other government department,public kindergarten and private kindergarten,prohibiting the tendency of the teaching of primary school and strengthening the linking between kindergarten and primary school,budget identity and teacher’s income,parents and kindergarten,promotion and supervision,and Han nationality and ethnic minorities.
