校园足球改革中政策工具的地域差异性研究

Regional Differences of Policy Tools in Campus Football Reform

采用内容分析法、专家访谈法和数理统计法,以我国23个省市自治区在2015—2017年颁布的校园足球改革政策样本为研究对象,探析七大地理区域在校园足球改革中政策工具的运用上是否存在差异性,并对其存在的共性问题提出相关建议。研究表明:1)从供给型政策工具看,七大地域在其运用上具有一致性,而在具体工具类别的运用上七大地域内部存在些许差异性; 2)从环境型政策工具看,七大地域在环境型政策工具的具体工具类别的运用上存在差异性,但各地域在其高频工具和低频工具使用上呈现出一致性; 3)从需求型政策工具看,各地域在其运用上存在明显差异性,且在具体工具的缺失上也有较大差异性,仅有个别省市自治区在具体工具的缺失上存在一致性;4)从政策工具上看,七大地理区域在政策工具的使用上具有一致性,具体是环境型政策工具运用频率大于供给型政策工具大于需求型政策工具。

By using the methods of content analysis,expert interview and mathematical statistics,and taking the sample of campus football reform policy issued by 23 provinces,municipalities and autonomous regions of China from 2015 to 2017 as the research object,this paper analyzes whether there are differences in the use of policy tools in campus football reform in the seven geographical regions,and puts forward the related suggestions to the common problems. The study shows that: 1) from the perspective of supply-oriented policy tools,the seven regions have consistency in their application,while there are some differences within the seven regions in the use of specific tool categories;2) from the perspective of environmental policy tools,there are differences in the use of specific tools for environmental policy tools in the seven regions. However,the use of high-frequency and low-frequency tools in different regions is consistent;3) from the perspective of demand-oriented policy tools,there are obvious differences in the use of these tools in different regions,and there are also great differences in the absence of specific tools. Only some provinces,municipalities and autonomous regions have consistency in the lack of specific tools;4) from the perspective of policy tools,the seven geographical regions have consistency in the use of policy tools. Specifically,environmental policy tools are used more frequently than supply-based policy tools than demand-based policy tools.
