摘要
农村医生短缺是各国初级保健系统普遍面临的问题。英国、以色列和巴西三个国家治理农村医生及初级保健系统卫生人才短缺问题的经验,如英国的"十点计划"、以色列的"医生工会合同"、巴西的"社区保健代理"等,对我国有启示意义:招募理念向"参与式引导"转变、日益重视"组合型职业支持"、组织力量多元化及大力发展高级医疗实践人员。
The shortage of rural doctors is a common problem in the primary health care systems of all countries.The experience of the United Kingdom,Israel,and Brazil in managing the shortage of health professionals in rural doctors and primary health care systems,such as the UK's"10-point plan",the"doctoral union contract"in Israel,and the"community health agency"in Brazil,can be useful.China should recruit the concept of"participatory guidance",emphasis more on"combined career support",diversify organizational strengths,and vigorous develop senior medical practitioners.
