违法建设是指不符合法律法规以及规章规定进行建设的,危害社会公共利益或者城乡规划的建设。违法建设不仅严重影响了市容市貌,还危及社会公共安全,引发一系列社会问题甚至是群体事件。通过加大宣传力度以营造依法建设氛围、加大巡查力度以防止新增违法建设行为、完善政府政策以突出规划引导、依托高科技以创新查违手段等方式,对违法建设进行合理有效的控制。在治理违法建设过程中,必要时介入行政强制手段对其进行拆除时,应注意坚持比例原则,对不同类型的违法建设区别对待;明确法律适用,依法实施强制拆违;有效结合控违工作,确保执行效率。

Illegal construction refers to the construction that harms the public interests and impedes the process of urban and rural construction planning without complying with laws,regulations and rules.Illegal construction not only seriously ruins the appearance of a city,but also endangers public security and interests,thus causing a series of social problems,even group incidents.Initiatives should be taken to effectively control illegal construction.The initiatives include:strengthening the atmosphere of law-based construction through propaganda;preventing illegal construction activities with more inspections;highlighting the significance of supervision through better policies;and innovating means of inspections with advanced technologies.In the process of governing illegal construction,the government should demolish illegal construction in proportion and utilize administrative law enforcement when necessary.
