摘要
基层警员晋升改革是公安机关管理体制改革、健全人民警察管理制度的重要措施之一。目前,部分公安机关率先开展了对于基层警员晋升制度的相关改革与探索,取得了一定成效,但仍然存在如选拔方式针对性较弱、工作理念较为陈旧、缺乏战略思维和国际视野、改革效能仍需提高等问题。应采取相应对策,促进公安机关基层警员晋升改革。
The promotion reform of grassroots police officers is one of the important measures to reform the management system of public security organs and improving the management system of the police.At present,some public security organs have taken the lead in carrying out relevant reforms and exploration of the promotion system for police officers at the grassroots level,and have achieved certain results.However,there are still problems such as weak targeting of selection methods,relatively old work concepts,lack of strategic thinking and international perspectives,and the need to improve the effectiveness of reforms.The corresponding countermeasures should be taken to promote the promotion and reform of police officers at the grassroots level of public security organs.
