Centering on Caring:An Exploration of Jialian Model the Returning Elites Promote the Rural Vitalization by Starting Businesses

精英回乡创业正在成为一种潮流。通过对嘉联生态园的实地调研,发现其基于产业精英的乡土情怀和对政策的敏感性而带来资金和科学管理支撑,创新三产互哺机制,并在企业主导、政府服务、村委支持、村民配合、贫困人口参与的新型治理结构下,探索出了文化底蕴和政策支撑,生态环境和绿色食品保障,聚焦涉养产业多重目标的"以养为基"发展模式。实现了企业和农村社区利益共享,促进了人与自然和谐发展。

It is becoming a trend of elites returning countryside to start a business. This paper explores the Jialian path with a field research, in which, motivated by their homeland feelings and awareness of the national and rural development policies, the returning elites bring capital and scientific management and feed back to the rural tourism industry with the secondary industry. A caring centered model is well developed with the coordination of government, enterprise, village committee and villagers, to achieve a harmonious development between human and nature, which supported by local culture and policy, beautiful natural environment and green food.
