摘要 管制员的在职培训是培养高素质管制队伍的必要措施。管制教员的水平,尤其是其教学能力,很大程度上决定了培训的效果。通过分析管制教员选拔过程中存在的问题,提出了基于胜任力理论的管制教员选拔体系建设方案,构建了8个维度的管制员胜任特征,并在华北空管局进行了应用。结果表明:基于胜任力理论的管制教员选拔体系数据可较为全面真实地反映管制员的管制水平,具有很强的选拔区分度,对管制教员选拔具有很好的推广意义。 On-job training is necessary for cultivating a high-quality controller team.The professional skills of ATC instructors,especially their teaching skills,determine the training effect.Through analysis of the problems in current ATC instructor selecting process,eight dimensions of controller competency features are constructed and the ATC instructor selection system based on competency theory is put forward.Then the system is applied in the North China Air Traffic Management Bureau.Results show that the selection system of ATC instructors based on competency theory can more comprehensively reflect the ATC skills of controllers,possessing a high degree of differentiation and is applicable for ATC instructors selection.
