摘要
通过随机抽样调查研究北京市外埠机动车的规模和空间分布。统计分析结果表明,目前北京市外埠机动车总量约为66万辆。长期在京外埠机动车出行行为不规范,非法和违规经营现象突出,对城市道路交通生态冲击较大。区域交通路网整体布局不完善、行政划分不合理和经济社会发展不平衡等问题是导致北京市外埠机动车迅速增长的主要诱因。要解决北京巨大"虹吸效应"带来的城市外埠机动车管理难题,应当遵循京津冀区域协同发展的基本原则和发展趋势,明确城市定位,加大产业疏解力度,加快公共交通网络建设,构建一个平等交往和有序通畅的机动车出行管理政策体系。
This paper investigates the size and spatial distribution of nonlocal motor vehicles in Beijing by using random sampling method.Statistical results show that the total number of nonlocal motor vehicles in Beijing is about 660 thousand.Travel behavior of long-term nonlocal motor vehicles is not standardized,and the illegal operation has brought great impact on urban traffic ecology.The rapid growth of Beijing nonlocal motor vehicles was caused by the imperfect layout of regional traffic network,irrational administrative division and unbalanced economic and social development in B.T.H.region.Taking the huge siphon effect of Beijing into consideration,the nonlocal motor vehicles management problems should be solved by following the basic principles and the trend of the B.T.H.collaborative development,such as defining the orientation of the city,increasing efforts to move some industries to nearby regions,accelerating the construction of public transportation network,and eventually setting up a policy system of motor vehicle travel management for equal communication and orderly and clear passage of traffic.
