基层班组是铁路建设项目的基本组成单位,安全生产各项管理规定都需要通过基层班组具体实施。通过分析巴基斯坦拉合尔轨道交通橙线项目基层班组遵循的"3条主线、6个模块"的安全管理思路,实施"一体、两控、三化、四环节"的安全管理模式,总结归纳国际铁路工程项目基层班组安全管理的实践经验及做法,为国际铁路工程基层班组安全管理工作提出参考建议。

Junior level teams and groups are the basic units of railway construction projects, and all the rules on safety production need to be implemented through junior level teams and groups. By analyzing the safety management concepts of 3 Main Focuses And 6 Modules followed by the junior level team in Lahore transit project in Pakistan, and implementing the safety management mode of One Integration, Two Controls, Three Practices And Four Links, this paper summarizes the practical experience and practice of the junior level team safety management of the EPC project, and makes suggestions for the safety management of the junior level teams in the international railway engineering projects.
