国家奖助学金制度的根本宗旨在于奖助育人。当前国家奖助学金在实践中的育人功能偏离制度设计的初衷,主要体现在物质利益诱导下"诚信围墙"频频崩塌、受益学生感恩意识与责任意识未能得到应有的激发、物质上"脱贫"更刺激了人的贪欲,其主要成因在于制度上的漏洞与实施主体认识上的不足。建议进一步完善奖助学金制度设计、科学奖助,鼓励高校在制度框架下制定切实可行的实施细则、转变传统资助理念以及加大考评机制等,确保将奖助学金制度的育人功能落到实处。

The fundamental purpose of the national scholarships and bursaries system lies in educating students through funding.However,educational function of this system has currently deviated from its institutional positioning,which is mainly reflected in the following aspects:integrity frequently collapses with the lure of material interest;the funded students lack sufficient demonstration of awareness of gratitude and responsibility;material poverty is shaken off while spiritual poverty still exists.The above problems are mainly attributed to institutional defects and the implement wrong understanding of the educational function in the practical implementation.Under these circumstances,,the national scholarships and bursaries system can be improved by increasing publicity for policies,encouraging colleges and universities to formulate practical implementation rules within the policy framework,transforming traditional concept of funding as well as strengthening the evaluation mechanism.
