For Shanghai,where the state-owned enterprises are relatively concentrated,we should further emancipate our minds,recognize public-welfare state-owned enterprises with innovative thinking,deepen and sustain the market-oriented reform,intensify the institutional innovation of public welfare state-owned enterprises,constantly improve the corporate governance structure,and constantly consolidate the leadership of the Party in public-welfare state-owned enterprises,make public welfare state-owned enterprises become the important concrete carrier of the development thought of“people-centered”.
