地方残联购买服务的探索与思考——基于上海市W区的调研

Exploration and Reflection on the Purchase Service of Local Disabled Persons' Federation

随着残疾人对社会服务需求的总体性增长,特别是各类残疾人个性化需求的提出,传统的社会服务体系已经不能满足残疾人的需求。在残疾人各类服务需求日益增加和专业服务人员严重缺乏的基本矛盾下,上海市W区残联突破体制局限进行改革创新,在区委区政府的全力支持下,在残疾人工作委员会成员单位的通力合作下,区残联购买社会组织服务的实践探索成果显著,产生较大的社会影响力。

With the general growth of disabled people’s demand for social services,especially the personalized needs of all kinds of disabled person,the traditional social service system has been unable to meet the needs of disabled person.Faced with the basic contradiction between the increasing demand for various services for the disabled and the serious shortage of professional service personnel,Shanghai W District Disabled Persons’ Federation has broken through the limitations of its system and carried out some reforms and innovations,with the full support of the district committee and district government,the full cooperation of the members of the Disabled Persons’ Working Committee,the practice of purchasing social organization services of the Disabled Persons’ Federation in Shanghai has achieved remarkable results and produced greater social influence.
