河北省地下水管理立法实践与思考

Practices and thoughts on legislation for groundwater management in Hebei Province

针对当前法律法规规章对地下水管理的规定相对分散、系统性不足等问题,河北省结合近年地下水超采综合治理工作实践,在总结经验、广泛借鉴的基础上,对《河北省地下水管理条例》进行了修订、完善,将其作为河北省地下水管理的纲领性法规。针对《条例》修订的必要性、主要规定和制度设计进行了阐述,提出了推进《条例》贯彻落实的建议。

Concerning the problems with regulations related to groundwater management that are not comprehensive and systematic,the Management Regulations on Groundwater of Hebei Province were revised based on summary of working experiences of managing over-exploitation of groundwater in recent years,which became the leading document for groundwater management.Suggestions are made regarding to the implementation of the regulation,with discussions on necessities and main contents of the revision.
