农户采用高效节水灌溉技术影响因素分析——以甘肃省张掖市实证调查为例

Evaluation of influential factors to application of highly-efficient water-saving irrigation technologies——an investigation on Zhangye City of Gansu Province

通过对甘肃省实施国家级高效节水灌溉示范区项目的张掖市6个县(区)农户的实地调查,运用Logistic模型对影响农户采用节水灌溉技术意愿的因素进行分析,发现水权政策、土地情况、水费计量方式、水源状况、培训情况等对农户采用行为有显著影响,投资则对其采用行为有负面影响。提出建立健全水权政策、加快土地流转、加大政府补贴力度、构建农户用水激励机制等措施。

According to the on-site investigations to six counties in Zhangye City where are listed in the pilot project for water-saving irrigation,the Logistic Model was adopted to analyze the influential factors to the willingness of farmers to use water-saving irrigation technologies.It demonstrates that the most influential factors include water right policies,land,water tariff and metering,water sources and training.Investment requirement may exert negative impact on the utilization of the technologies.It is proposed to perfect legislation of water right,accelerate land circulation,expand government subsidies and establish incentive mechanism to encourage water conservation.
