“一带一路”背景下高职院校国际化发展的若干思考——以常州信息职业技术学院为例

On the International Development of Higher Vocational Colleges in the Context of Belt and Road Initiative——Taking Changzhou Institute of Information Technology as an Example

随着"一带一路"建设的深入推进,高职院校"国际化"课题已经成为教育领域研究的热点。通过研究发现,"一带一路"背景下高职院校国际化发展受到政策体制方面约束、留学生招生重规模轻质量、"引进来"和"走出去"政策落实不到位等三方面问题,严重制约了高职院校国际化进程。结合常州信息职业技术学院国际化发展的当前形势,提出了通过构建高职教育国际化发展质量保障体系与政策保障网络;加强来华留学教育,建立留学生质量保证体系;多方搭台、协同创新等一系列应对国际化发展的相关政策与路径,旨在促进我国高职院校国际交流与合作更进一步发展,进而提升国际化发展成效。

With promoting of the Belt and Road Initiative,the subject of internationalization has become a central issue of the research in higher vocational education.This paper analyzes the existing problems of higher vocational colleges in the context of Belt and Road Initiative.The problems are reflected in three aspects:the restraint of international development at higher vocational colleges,the emphasis on the quantity rather than quality of overseas students and the lack of implementation of“bringing in”and“going out”policy.The problems restrict the international development of higher vocational colleges.This article puts forward several suggestions,including the construction of the network of quality and policy guarantee in the international development of higher vocational education,the establishment of the quality guarantee system to improve the education of overseas study in China and a series of policies and paths including collaboration and innovation.The aim is to improve the international exchanges and cooperation in higher vocational colleges and to enhance the effectiveness of international development.
