Evaluation of the Effectiveness of Dangerous Housing Reform Policy in Guangdong Province Based on Double Effect Factor Model

减贫和消贫是世界各国共同面临的难题。如何采用完善的绩效评价机制对目前的政策效果进行精准评估以提高结果的科学性与公信力是当前第三方评估机构研究的热点。本研究从供给和需求的角度,运用农业政策成效双重效应因素评价模型,分析居民对危房改造项目的支付能力以及消费意愿,根据这两项指数的匹配程度来分析农业政策的功能协调性,并针对广东省危房改造政策的效果进行实证分析,以期依据广东省区域特征对当前政策实施效果进行优化和改进。

Poverty reduction and poverty alleviation are common problems faced by all countries in the world. How to use a sound performance evaluation mechanism to accurately evaluate the current policy effects to improve the scientific and credibility of the results is a hot topic of current third-party assessment agencies. This study uses the dual effect factor evaluation model of agricultural policy effectiveness from the perspective of supply and demand, analyzes the residents’ ability to pay for dilapidated buildings and their willingness to consume, and analyzes the functional coordination of agricultural policies according to the matching degree of these two indexes. An empirical analysis was carried out on the effects of the dilapidated housing reform policy in Guangdong Province, with a view to optimize and improve the current policy implementation effects based on the regional characteristics of Guangdong Province.
