“灰犀牛”的特征、根源及对策研究

2017年的全国金融工作会议后《人民日报》首次提出要防范"灰犀牛",提示要在金融风险防范中认真对待各类大概率但容易被忽视的风险事件,随后包括中财办在内的各方专家从不同视角对"灰犀牛"的类型、表现和防范措施提出意见,本文在综合分析了"灰犀牛"的总体特征及其在金融领域的表现基础上,认为应对"灰犀牛"危机的关键在于做好防范措施,通过居安思危,居危思变,防患未然来化危为机,并在此基础上提出对策建议。

After the national financial work conference in 2017, guarding against "gray rhinoceros" are first mentioned in <People’s Daily>. In this paper, it prompted that all kinds of easily overlooked risky everts should be taken seriously. Furthermore, the experts of different financial parties including the finance office also offered some advice in the type, the performance and the countermeasure of "Gray rhinoceros" from different perspectives. This article comprehensively analyzes the general characteristics of the "gray rhinoceros" and its performance in the financial field. In addition, this paper believes that the solutions of "Gray rhinoceros" are to take precautions in advance and turn danger into opportunity by being vigilant in peace time. Furthermore, some suggestions and countermeasures are put forward in this article.
