摘要
从救灾的实际需求出发,结合救灾需求的时间效用差异性,在地震应急救援紧迫性分析的基础上,对救援人员、救灾物资进行优先分级,分别给出特急期、突急期和紧急期内的救援力量和救灾物资配置。
Based on the actual needs of disaster relief,considering the time difference of earthquake emergency disaster relief demand,we prioritize relief personnel and supplies according to urgency of the demand.In addition,the allocation of rescue force and relief supplies during different emergency period is discussed respectively in this paper.
