摘要
加强对"一把手"的监督是新时代党加强自身建设的重中之重。当前对"一把手"的监督面临一些困难和问题:部分"一把手"权力意识重,"服务意识"薄弱;"一把手"权力运行程序不严谨且公开性不足;有些"一把手"放松政治学习,责任、自律意识不足;对"一把手"监督缺乏力度,未形成震慑力。破解"一把手"监督难问题,需从以下几方面着手:合理分权,构建权力制约机制;加强事前监督,力争防微杜渐;加强党章党规党纪学习,提升"一把手"自律意识;重视"一把手"家风建设,深入对"八小时以外"的监督。
Strengthening the supervision of the “top leaders” is the most important task for the Party to strengthen its own construction in the new era. At present, the supervision of the “top leaders” faces some difficulties and problems. Some “top leaders” have a strong sense of power and a weak service awareness; their power operation procedure is not rigorous and open; some of the “top leaders” relaxed their political learning and lacked the sense of responsibility and self-discipline; the supervision of “top leaders” lacks strength and does not form a deterrent force. In order to solve these difficult problems of top leader supervision, we need to proceed from the following aspects: rational decentralization and constructing a power restriction mechanism; strengthening pre-existing supervision to prevent gradual decline; strengthening the learning of party rules and regulations to enhance the top leaders’ self-discipline consciousness; attaching importance to the construction of top leaders’ family style to deepen the outside-eight- hour supervision.
