国外网络信息安全智库建设的经验与启示

Experience and Enlightenment from the Construction of Foreign Network and Information Security Think Tanks

[目的/意义]近年来,我国网络信息安全智库建设取得了长足的发展,但总体仍处于初步发展阶段,因此在继续加强自身建设的同时还需吸收国外网络信息安全智库建设的成功经验。[方法 /过程]本文对一些有代表性的国外网络信息安全智库进行了分析和比较,总结了其特点和经验教训,并在此基础上探讨了推动我国网络信息安全智库建设的目标和方向。[结果 /结论 ]从国外网络信息安全智库的特点和经验来看,现阶段我国网络信息安全智库要密切关注这一领域的重大理论与现实问题,以服务政府决策需要为主要目标,打造一批网络信息安全领域的品牌智库和品牌项目,不断提升我国在国际网络信息安全领域的话语权。

[Purpose/significance]In recent years,the construction of China’s network and information security think tanks has made considerable progress,but overall is still in the initial stage of development.Therefore,while continuing to strengthen its own construction,it is necessary to absorb the successful experience of foreign network and information security think tanks.[Method/process]This paper analyses and compares some representative foreign network and information security think tanks,summarizes their characteristics and lessons,and on this basis,discusses the goal and direction of promoting the construction of network and information security think tanks in China.[Result/conclusion]According to the characteristics and lessons of foreign think tanks,at the current stage,China’s think tanks should pay close attention to the major theoretical and practical problems in this field,take serving the government’s decision-making needs as the main objects,build a number of brand think tanks and brand projects in the field of cybersecurity,and constantly promote China’s right to speak on international cybersecurity.
