摘要
本文针对中国近年来天然气产业创新投入产出情况,以R&D经费支出、R&D人员、R&D项目数为创新投入指标,以新产品销售收入、主营业务收入以及利润总额为创新产出测度指标,建立了天然气产业创新绩效评价体系,并运用数据包络分析方法进行创新投入产出绩效评估。研究结果表明:近年来,中国的天然气产业创新绩效状况还不够理想。有六个年度科技投入明显偏高,而产出效率明显偏低,科技投入没有得到有效转化。本研究可为国家进行天然气产业宏观调控、企业优化创新投入配置提供一定参考。
This paper targets to the innovation input-output condition of China's natural gas industry in recent years,taking the R&D expenditure,the R&D working staff,the number of R&D projects as the indexes of innovation input,taking the sales revenue of new products,the operating income of the main business,and the total profits as the measuring indexes of innovation output.It establishes the innovation performance evaluation system of the natural gas industry and applies the data envelope analytical measure to evaluate the innovation input-output performance.According to the research result,in recent years,the innovation performance of China's natural gas industry is unsatisfactory.Six annual technical inputs are obviously higher than the average,but the output effectivity is obviously lower.Hence,it can be said that the technical input fails to be transferred effectively.This paper provides some references for China's natural gas industry and relevant enterprises to conduct the macro-regulation and optimize the innovation input equipment.
