改革开放40年来我国体育政策对发展理念演变的响应及展望

The Response and Prospect of China's Sports Policy to the Evolution of Development Concept in the Past 40 Years of Reform and Opening-up

改革开放40年来,我国先后形成并实施了非均衡发展理念、协调发展理念、科学发展理念和新发展理念,这些发展理念不仅成为相应时期体育事业发展的重要指针,而且在体育政策制定上都做出了适配性的响应,并表现为特色鲜明的四个发展阶段,即:响应非均衡发展理念的竞技体育优先发展阶段,响应协调发展理念的体育统筹改革发展阶段,响应科学发展理念的北京奥运会全周期阶段,响应新发展理念的体育强国建设阶段。这充分表明,满足国家经济社会发展的需要,既是我国体育政策制定的重要依据,也是我国体育事业发展的重要驱动力量。进入新时代,我国实施了"创新、协调、绿色、开放、共享"的新发展理念,顺应社会主义现代化强国建设征程,实现体育现代化,建成体育强国是体育发展的应有使命,要实现这一目标就必须贯彻落实好新发展理念。在新时代体育政策制定中,要切实把握好五个方面要求,即:坚持创新发展是制定新时代体育政策的核心要求,坚持协调发展是制定新时代体育政策的内在要求,坚持绿色发展是制定新时代体育政策的基础要求,坚持开放发展是制定新时代体育政策的必然要求,坚持共享发展是制定新时代体育政策的本质要求。

In the past 40 years of reform and opening-up,China has successively formed and implemented the concept of unbalanced development,coordinated development,scientific development and new development concepts.These development concepts have not only become an important indicator of the development of sports at that time,but also in the formulation of sports policies.The adaptive response has been made and manifested in four distinct stages of development:the priority stage of competitive sports that responds to the non-uniform development concept,the stage of sports reform and development in response to the concept of coordinated development,and the response to science.The development cycle of the Beijing Olympic Games in the full cycle phase,in response to the new development concept of the sports power building phase.This fully shows that meeting the needs of the country’s economic and social development is not only an important basis for the formulation of China’s sports policy,but also an important driving force for the development of China’s sports industry.Entering a new era,China has implemented a new development concept of“innovation,coordination,green,openness,and sharing”,conforming to the journey of building a socialist modernization and strengthening the country,realizing the modernization of sports,and building a sports power is the mission of sports development.The goal must be to implement the new development concept.In the formulation of the new era sports policy,we must earnestly grasp the five requirements:that is,insisting on innovation and development is the core requirement for formulating the new era sports policy,adhering to coordinated development is an inherent requirement for formulating the new era sports policy,and adhering to green development is the basic requirement for formulating the new era sports policy,adhering to open development is an inevitable requirement for formulating the new era sports policy,adhering to shared development is the essential requirement for formulating the new era sports policy.
