An Investigation into the Economic Issues and the “Top-level Design”of the Reforms from 1979 to 1980

中国改革开放取得成功,"摸着石头过河"和总体规划相结合的探索模式发挥了重要作用。为加强总体规划,中共组织调查研究以汲取国际国内改革发展经验和教训。1979年到1980年,由国务院财政经济委员会组织的大规模经济问题调查研究,就改革开放政策特别是经济体制改革方向、路径、内容、步骤进行深入探讨,对改革作出总体布局,凸显了中国改革开放历史进程中决策者对总体规划的艰辛探索及重要影响。

The success of China’s Reform and Opening-up was due to the combining of the exploratory method of “crossing the river by feeling for the stones” with the important role played by a “top-level design.”In order to strengthen overall planning and the “top-level design,” the CPC organized investigations to draw on the lessons from both international and domestic reform and development experiences.From 1979 to 1980,the large-scale economic investigations organized by the Financial Affairs Commission of the State Council extensively discussed the policy of Reform and Opening-up,especially the orientation,path,content,and measures for the reform of the economic system and the design of the overall reform,which highlighted the decision makers’ deep explorations,important influence on comprehensive planning,and the role of the “top-level design” in the historical process of China’s Reform and Opening-up.
