摘要
目的分析2017年北京市、区两级健康教育专业机构的人力资源配置及能力情况,为全市健康教育体系建设提供依据。方法通过逐级填报调查表的形式收集2017年度健康教育相关数据。结果北京市设有1家市级、16家区级健康教育专业机构,均隶属于辖区内疾病预防控制中心。上级行政主管部门呈现多部门管理的现象。全市健康教育专业人员131人;平均年龄37.3岁;初级和中级职称占77.1%;所学专业中,77.9%的比例与健康教育相关;17家专业机构基本能够履行健康教育专业职能。全年开展合作项目34个,发表74篇科普文章和29篇学术论文。结论北京市健康教育专业机构人员配置数量虽严重不足,但结构基本合理,现有人员具备一定的能力,但仍有很大的提升空间。
Objective To analyze the human resource allocation and capacity of health education institutions at two levels in Beijing in 2017,and to provide basis for the construction of health education system in the whole city.Methods Data related to health education in 2017 were collected by filling in questionnaires step by step.Results There were 1 municipal health education institution and 16 districts health education institutions in Beijing,all of which were subordinate to the disease prevention and control center of the district under the jurisdiction.The higher administrative departments showed the phenomenon of multi-department management.There were 131 health education professionals in whole city,with an average age of 37.3;77.1%of them had the primary and intermediate titles;77.9%of the majors studied were related to health education;17 professional institutions can basically perform the professional functions of health education and carried out 34 cooperative projects throughout the year;74 popular science articles and 29 academic papers had been published.Conclusion Although the staffing of health education institutions in Beijing is seriously inadequate,but the structure is basically reasonable.The existing personnel have certain abilities,but there is still a lot of space for improvement.
