山西省高新技术产业创新效率分析

Analysis of Innovation Efficiency of New and High Technology Industries in Shanxi Province Based on the DEA Model

本文利用DEA方法,对2011～2016年山西高技术产业的创新效率进行了分析。虽然山西省的创新效率在不断提升,但是与有效值仍有一定的差距,高新技术产业存在政府投入不足、产业创新能力不强、企业创新效率低下、全省技术型人才缺乏等问题。建议从加大要素投入、合理配置资源、增强创新能力、提高创新效率、扩大产业规模、加大引进培养、用好创新型人才等方面采取相应的对策。

Based on the DEA method,this paper analyzes the innovation efficiency of the high-tech industries in Shanxi province during the period from 2011 to 2016.The results show that although the innovation efficiency of Shanxi has been constantly improved,it is still not as efficient as expected.There are problems in the development of high-tech industries of Shanxi,such as insufficient government investment,weak industrial innovation capabilities,low enterprise innovation efficiency,and lack of technical talents.This has seriously hindered the further development of new and high technology industries in Shanxi.Finally,the paper presents the corresponding suggestions,including the increase of factor investment,the reasonable allocation of resources,the promotion of innovation ability,efficiency and industrial scale,and bringing in or training more innovative talents,and so on.
