天津神户友好城市交流的背景、活动与成果

The Background,Activities and Achievement of Tiangjin-Kobe Friendly City Exchanges

城市间交流在加强各国人民间相互理解、提升地方经济活力、推动两国关系发展、维持世界和平中发挥着重要作用。而且这一作用,将随着国际关系的复杂化、世界经济一体化的深化越发显现。缔结友好城市是城市间加强国际交流的一种必要且有效的制度工具。本文以天津与神户缔结友好城市为例,通过回顾天津与神户在友好城市框架内行政机关、学校、企业及各类组织在文化、艺术、教育、科技、体育、医疗、经济、港口及城市建设等各领域开展的广泛交流与合作,指出缔结友好城市是两国城市间持续、稳定交流与合作的制度保障。通过缔结友好城市,有利于形成"建立城市与城市、市民与市民间交流的渠道——提升城市国际化、增加城市福祉与市民间相互理解——维系与增强国家间关系"的良性循环。

Inter-city exchanges play an important role in strengthening mutual understanding among peoples,enhancing local economic vitality,promoting the development of bilateral relations and maintaining world peace.Building the ties between friendly cities is an effective institutional tool for strengthening international exchanges among cities.Taking tie between Tianjin and Kobe as an instance,the article reviews the extensive exchanges and cooperation between Tianjin and Kobe in the fields of culture,art,education,science and technology,sports,medical service,economy,port and urban construction within the framework of the friendly city exchanges,arguing that building ties of friendly city,serving as an institutional guarantee for a stable and sustainable cooperation be-tween cities,contribute to the building of a virtuous circle from expanding cooperation among cities and citizens from different cities,promoting the inter-nationalization of cities,social welfare and mutual understanding among peoples to maintaining and strengthening the relations between countries.
