新中国成立70年来民营经济发展:历程、经验和启示

新中国成立70年来,民营经济主要经历了曲折探索和全面发展的两个历史时期,形成了独具中国特色的社会主义民营经济发展道路。比较改革开放前后两个时期,发现中国在探索民营经济发展过程中,逐渐突破了意识形态局限,对民营经济正名立法,保障了民营经济的平稳发展。改革开放以来,促进民营经济发展的法律法规全面实现了调整手段、调整内容、调整目的和调整对象的转换,积累了宝贵的理论和实践经验。新中国成立以来民营经济发展的历史和经验,启发新时代中国经济发展要立足社会主义初级阶段的基本国情,全面营造促进民营经济发展的政务、市场和舆论环境,进而在混合所有制引导下,不断促进民营经济的健康发展。

Since the founding of New China 70 years ago,the development of private economy has undergone two historical periods of tortuous exploration and all-round development,and formed the road of private economic development with a unique socialism with Chinese characteristics.Comparing the two periods before and after the reform and opening up,it is found that in the process of exploring the development of private economy,China has gradually broken through the limitation of ideology,made a proper name legislation of private economy,and ensured the steady development of private economy.Since the reform and opening up,the laws and regulations to promote the development of private economy have comprehensively realized the transformations of adjustment means,content,purpose and objects,and accumulated valuable theoretical and practical experience.The history and experience of private economic development since the founding of the People's Republic of China have important practical enlightenment that,in the new era,China's economic development should be firmly based on the basic national conditions of the primary stage of socialism,create an overall construction of the government affairs,market and public opinion environment to promote private economic development,and then,under the guidance of mixed ownership,continuously promote the healthy development of private economy.
