省级区域创新环境与政府研发资助的激励效应——基于门槛回归模型的研究

Provincial Regional Innovation Environment and the Incentive Effect of Government R&D Subsidies:Based on Threshold Regression Model

省级区域创新环境是政府研发资助能否产生激励效应以及产生多大激励效应的重要影响因素。在运用Geoda软件可视化功能评价中国各省区创新环境的基础上,采用门槛回归模型实证考察政府研发资助对企业技术创新投入的激励效应,结果表明政府研发资助对企业技术创新投入具有较强的激励效应,且这种激励效应受到省级区域创新环境的影响;以门槛回归的门槛值为标准,对各省区的创新环境进行划分和评价,并针对政府研发资助政策制定提出了若干建议。

Provincial regional innovation environment is the main factor that decide whether the government R&D subsidies could create incentive effects and to what extent can it create incentive effects.First,this paper uses the visual function of geoda software to evaluate the degree of regional innovation environment of various provinces in China.Secondly,the paper empirically investigates the incentive effect of government R&D subsidies by using threshold regression model,and the results show that the government R&D subsidies has a strong incentive effect which is affected by the regional innovation environment.On the basis of threshold regression,this paper classifies and evaluates the innovation environment of various provinces with the threshold value as standard.Accordingly,some suggestions are put forward to the government R&D subsidies policy.
