党的十九大指出,要构建党统一指挥、全面覆盖、权威高效的监督体系,为构建新时代中国特色的监督体系和制度指明了方向。《中华人民共和国监察法》的颁布,强化了全面深化改革、全面依法治国、全面从严治党的有机统一,体现了党和国家监察体系的相互依存、相互补充的辩证联系。新时代高校贯彻落实《中华人民共和国监察法》,要从"健全高校监督体系、完善高校监察制度建设、优化高校监察运行机制"三个方面共同发力,为推进反腐制度化、法治化探索有效路径。
