深化中俄在俄东部开发合作需要消除“中国威胁论”的干扰

Eliminating the Interference of "China Threat Theory" in Sino-Russian Deep Cooperation in Development of the Russian Far East

中俄在俄罗斯东部地区开发中的合作日益深化,同时制约因素也在不断显现,其中"中国威胁论"的干扰值得关注。在"中国威胁论"诸论中,"中俄力量对比失衡论"和"原材料附庸论"、"中国领土要求论"和"中国人口扩张论"以及"中国生态威胁论"的影响尤为突出。"中国威胁论"不仅影响到中俄关系的舆论氛围和民意基础,而且对中俄在俄东部地区开发中的合作产生不容小视的消极影响,同时也对新形势下进一步深化两国"全面战略协作伙伴关系"构成了一定掣肘。实事求是地指出"中国威胁论"的存在、客观评估其对两国在俄东部地区开发中的合作乃至整个中俄关系的消极影响、积极探讨消除其影响的着力方向,是中俄双方的共同责任。

The cooperation between China and Russia in the development of Russia’s Far East is deepening day by day,while some restraining factors are also emerging,including the interference of "China threat theory".Among the theories of the "China threat",the "imbalance of the power between China and Russia" and "the appendage of raw materials","China's territorial claims","China's population expansion" and "China's ecological threat" are particularly prominent.The "China threat theory" not only affects the public opinion atmosphere and public opinion foundation of Sino-Russian relations,but also has a negative impact on the cooperation between China and Russia in the development of the eastern region of Russia.Meanwhile,it also constitutes a certain constraint for further deepening the "comprehensive strategic partnership of coordination" between the two countries under the new situation.It is the common responsibility of China and Russia to point out the existence of the "China threat theory",objectively evaluate its negative impact on the cooperation in the development of eastern Russia and even the whole Sino- Russian relations,and actively discuss the direction to eliminate its impact.
